Results-Based Accountability™ (RBA)

Eastern AHEC leads NC AHEC’s statewide Results-Based Accountability™ (RBA) initiative in partnership with the NC Department of Health and Human Services, Division of Public Health (NCDHHS DPH). Since 2020, we’ve equipped more than 1,200 public health professionals and community partners with RBA training through live webinars, blended-learning, and in-person courses.

“One of the most meaningful learnings for me was the discipline of clearly separating
population accountability from performance accountability.”

Reflection from a participant, RBA Training, 2026

This North Carolina RBA initiative helps communities build the foundation for better results through:

  • Information & Insights → Communities know what’s happening.
  • Skills & Capacity → Communities know what to do.
  • Partnerships & Collective Action → Communities work together for results.

Today, local health departments, health districts, hospitals, and community coalitions across North Carolina use RBA and share their impact using Clear Impact Scorecard.

Skills & Capacity

We equip communities and their workforces with the skills to turn the curve on measurable results using Results-Based Accountability™ (RBA).

Training, Coaching & Technical Assistance
We support public health professionals, healthcare organizations, NC Healthy People, Healthy Carolinas and community partners in applying RBA, strengthening performance management, and leveraging Clear Impact Scorecard to turn data into action, measure and communicate impact, and improve outcomes for the people they serve.

Public Health Practicum Opportunity (PHPO)

Students in NC accredited public health programs can apply for high-quality practicum placement across rural North Carolina. Practicum students receive experience and training in RBA, community health improvement, data analysis, and performance measurement.

“I wanted to get government experience within public health, so working with
the local county [health department] was essential for me in figuring out
what type of work and career I want to have after I graduate.”
